Question regarding moving a character between accounts

How would you go about moving a character off one account to another account when both accounts have different CCs/owners tied to them?

What i'd like to do is simple: Move a character off my account to a friend of mines account, however, both accounts use different CCs and all that.

How would one accomplish this?

when i did mine a month or so ago they wanted the cc # and owner of the last CC used for the last 3 subscriptions on the account i also noticed they changed some of the information they want from both accounts on there website like the original name on it
