how do i turn the spells off so when i zone i dont keep getting them back.... i have a toon that dont use them on???

Can you provide more information on what you mean by "the spells"? Are you trying to get rid of spell particles? Are you running bot, or a macro, and it keeps rebuffing you each time you zone, and you're wanting it to stop?
