EverQuest is hurting. They made too many changes too quickly along with making a bunch of bad moves.
They are making much less money now and they were before they made F2P. For some reason in there head they though that if they get rid of the cheaters, and make the game free to play the money would come flowing in. Which it hasn't Now they have a bunch of people who just play on a silver membership, and another bunch who only buys gold memberships with triple station cash which gives them around 1/5th of the income as it used to, if you take into account retailers/wholesalers are taking cuts on station cash points.
I don't think they are really getting many new people playing now that it's free to play. I know a few people have returned, but a lot long term customers, and cheaters have also left due to the changes.
Ultimately they should of never allowed station cash to be able to buy gold membership. It needed fixing, but taking it away with zero notice is a horrible PR move. They need to do some amazing positive changes to EverQuest to turn it around, but unfortunately I think they are too out of touch with there playerbase and game to do it.
