is Solt gear unlocked? If i had say 1k phosph's could i buy raid gear without having to do the raids?

If so , someone wanna donate a bunch to me ?

Not as far as I know. Still need faction and/or raid to unlock stuff.

Might be kind of interesting to write a script to run the events. If I remember right they are nearly trivial except for the balancing ones.
