i did everything step by step and nothing

Is the Emu server running localhost? It looks like it is trying to connect to an EQEmu server on the local machine (127.0.0.1), but is getting a connection refused (socket connect() error 10061) for port 9000. If the EQEmu server is running on the local machine, try a netstat to determine if it is indeed listening on port 9000.
