Anyone successfully using Counterbias with Zbot for Shaman?

Name says it all. I know Zbot is old but it serves my purposes. As a debuff, it just keeps casting over and over. If I put it as a nuke it works sporadically.

Does anyone have it where it fires consistently as you like it?
