Question about a Leveling Quest

Hey I heard a rumor that there is a quest in Thurgadin or Icewall Keep that you can turn in a couple small pieces of velium and receive Exp. Does anyone know this quest? And if so what is it, or what is the guys name and what zone is it in? Thanks
