You have it correctly typed.
check for:
downflag9=1

and just type this in game:
/echo (${Spell[Invigoration of the Ry'Gorr].Stacks} && !${Me.Buff[Invigoration of the Ry'Gorr].ID} && !${Me.Invis} && !${Me.Moving})

It should return TRUE && !0 && !FALSE && !FALSE if it is supposed to trigger

EDIT: Actually, check your ' vs `. Chief Ry`Gorr is spelled with the `, where as Chief's is with '. That may be the issue with that buff name.
