I was expecting downtime today, but this was just posted. Looks like we avoided and update this month?

As many of you already know, we’re in the process of developing a whole new UI engine that will eventually improve the user experience in game. In this post here, you can read about what’s currently on the Test server and available for all to test. For those who take the time, we deeply appreciate it and if you encounter a bug or an issue, you can post about it in this thread. If you’re looking for information about how to join the Test server, please click here.

With all that said, we wanted to give you an update on the progress of our efforts to launch a new UI engine. Based on the extremely helpful feedback we’ve received so far, current bug issues, and other important data that has been gathered throughout this current testing session, we’ve decided to hold off on launching the new UI engine in April. Our current plan is to launch in May, which will allow us more time to ensure it’s a smoother transition. Our deepest and heartfelt thanks to all who have provided us with bug reports and feedback. And to all Norrathians, thank you for your patience while we work to get the new UI engine up and running.

Guess its a good thing to postpone for quality...
Feel it wont help much, might be a mess for some months.

As long as the old UI still works it really shouldn't matter. When they disable legacy support for the old UI it will be an issue.
Is that their plan? OR is the present UI going to remain indefinitely?

For now the old UI is still supported and will be. They have not announced an end of life date for the current system

1, Does anyone have a clue what they (DBG) are doing?

Brainiac got it all working on test server. It was a time consuming process from what I understand, but it's under control. MQ downtime shouldn't be too bad when it's launched.
