how do i pull up the Plugin Manger?

So somehow i closed it or it went poof on its own, how do i get that Plugin Manager window back? Thank you ahead for the help.

The command should be /pm

If that command says invalid, load the plugin with the command "/plugin MQ2PluginMan"
