Guide to Quillmane spawning/farming
This might seem simpleton to some, as this really just does what trackers can do without MQ; however, the process is much simpler and more accurate with MQ2Map.
Requirements: MQ2Map
Process:
1. Zone into South Karana, type /tar Quillmane. When you see that he is not up (lol) open up your map, and type /maphide npc
2. Type the following:
You should be left with the exactly the following NPCs shown on your map:
If you have anything on your map not listed here, hold CTRL and right click it on your map, it will disappear.
If you have any of the non-wandering NPCs shown around the aviak camps or around splitpaw, filter them out as well with CTRL+right click.
3. Start slaughtering all of the NPC's that are shown on your map.
4. Every 72-78 seconds, they will respawn. Regardless of what they are when they respawn, even if you have previously /maphide them from the map, they will be shown. If they respawn as ANYTHING other than what is listed above (for example if they spawn as a bull elephant), CTRL+Right Click them on the map and LEAVE THEM ALONE. This removes them from the map, and we know they are not Quillmane's PH. This includes named NPCs other than Quillmane.
5. Rapidly you will have filtered out a the majority of the NPCs from the map - because every spawn cycle EXCEPT for Quillmane has an NPC in it's cycle that will cause you to remove it from your map, eventually leaving you with only Quillmane's PH.
6. When Quillmane pops, WAIT. *WAIT AT LEAST 78 SECONDS* This allows anything in the zone that was dead to respawn.
7. Clear everything from your map except Quillmane, then kill him.
8. 78 seconds later, Quillmane's PH will pop back up on your map.
9. Congratulations, you have isolated Quillmane's placeholder, once you're only focused on one mob, spawning him can be done in rapid succession. I've had him spawn back-to-back multiple times before. On average, though, I'd say he spawns 1/20-1/50 placeholder kills.
Grats on your cloaks, and hopefully anybody doing a Mage 1.0 has one less headache to worry about.

If you have anything on your map not listed here, hold CTRL and right click it on your map, it will disappear.
