MQ2Nav not loading

For some reason MQ2Nav will not load. The MQ2Nav.dll is in my MQ2 folder but it wont load on startup and when I try to do /plugin mq2nav load it just says "plugin could not be loaded". Any ideas what could cause this?

If other plugins load, I'd take a look at your configured MQ2Nav dir, and probably run dxwebsetup to verify any missing dx9 files.
