I don't have his home address or anything, I've been thinking about sending him something but I don't have his address. He was telling me that he lived in the UK but it looks like his IP's were coming from France?

How will that fix the problem? Wouldn't paypal just refund his money since the transaction never happened? He obviously wouldn't be able to keep it in that situation.

The weekend is almost over and I still don't know what to write paypal. I went running this morning hoping it would take the edge off somewhat. I think that I am just going to tell them the truth about it being an EQ account and cut and paste some private messages from him to me on this web site. Problem is that I can not tie the user on this site to his real identity.

I guess it's like Matt Cauthon always say's, "it's time to toss the dice".

His address should be associated with paypal in some way. If you admit to it being an EQ account you lose, regardless of what pms/emails you have.
