Phinigel hasn't launched PoP yet, but there is a way to access PoK and use the PoK stones for easy travel.
Head to the bazaar from the Nexus. Under one of the pillars is a gnome named "Sage Vindillar" Talk to him, and he will send you to PoK. There is no NPC's in PoK but binding in PoK is pretty useful for travel.
