May be a user error here, but when trying to build the meshes for CoV, I am not seeing the xpac in the list inside the meshgenerator? Am I missing something to generate new meshes for the new xpac?

You need updated Zones.ini file in your MQ2 folder. It should be on the MMOLoader update server, but I'll attach it to this post too.
Easiest way for getting meshes though is from https://mqmesh.com
