If you count the tile between the posts, looks to be 3 1/2. Now count the tiles on the Van. It will be a tight fit but I bet they get out.
Or they fly the ROTFLCOPTER in. Sorta like the edit button.

Well the van doesn't belong there, that much is obvious. They had to have drove it between the two poles at the bottom, of course it'd be an uber tight fit.

It actually looks like they just installed the poles, with the van already in place. Based on the pattern of debris they are cleaning up (notice there is none underneath the van), it looks like they are cleaning up after having installed the poles - and possibly repaired some of the tiles as well.

I see the problem....there are 2 men working. For this to be a job being properly done by government employees there should be 3 men there, 1 working and 2 leaning on their shovels BSin, drinking coffee and occationally pointing out to the one who is working something he missed.
